Why are there no people in the Planning Act? References to humans are
few and far between and usually limited to general comments on
procedures to be followed. Its purpose may be the regulation of land
use and rights and responsibilities, but aren?t cities fundamentally
about people?  Are there ways the planning profession can put people in
the practice if not in the Act? We will spend some time examining this
question and reflecting (with examples) on skill sets and tools from
the non-planning world that can help keep people front- of- mind  in
our practice.
